This is a real issue that hampers innovation and it is present everywhere not just on the web. But since it is "allowed" to add to specifications and browsers without removing anything (to put it simply), it is possible to draw up a new and complete system incorporating everything we already know and gradually introduce that instead of incrementally improving upon HTML and CSS.
